This makes some improvements to the build process:

use new docker images, switching to multi-stage docker build and exposing Dockerfile, build settings
more complete static build settings
expose oraclestatichecks target, calling go vet, golint and gosec

Do you plan on including the recent sdk-go changes that remove the substratecommon dep in a separate PR?
