New GHA #175

Taken from https://github.com/r-lib/actions/tree/master/examples using usethis::use_github_action("something").

I'm not 100% sure about the differences but they look much simpler (and faster since they used pre-compiled pkg binaries I think) than the old version. I tested them on osmextract repo and it seems everything works fine.
