Enhancement: Error check config files when importing #6

The biggest issue here will be with incorrectly specified background
definitions.

The correct format appears to be:

rounded
border_width
background_color
border_color

Tint2 did not appear to draw backgrounds and borders correctly when this
was not in order.

Decided not to bother with this. tint2 won't work with an incorrectly formatted
config for backgrounds, so no point in checking.
