Add offline map cache capability #1

1. Implement OI File Browser Intent to search for configuration .xml
2. Load and display the local cache
3. Report to the user via toast how many zoom levels are available

It looks like nutiteq supports quadkey-structured tiles, not TMS. Which may be 
fine, because it appears that is what ArcGIS Server outputs anyways:

But the GDAL2Tiles.py tile cache is true TMS
