Run regression tests on older TeXLive releases #525

Since tabularray supports older TeXLive releases (see 77ca1bc7393f6ca1ec9846381acb76ef3b91ae5c), we need to run regression tests on them. I think it's enough to run them only on pull requests and at the end of months.

@muzimuzhi Do you have any ideas how to make GitHub Actions run texlive.yml several times with different TeXLive versions?
