Clean up experimental public functions and variables

There are quite a few experimental (therefore most of them are undocumented) public functions and variables at present.

The first problem is the naming scheme. I decide to use latex2e naming in all public variables, and rename all latex3 variables above in some year (with a rollback release).

The second problem is we need to describe some of them in a wiki page if they turn out to be useful to users.
