Gain adjustment after applying equalizer coefficients #20

The new equalizer coefficients have altered the DRX gain and some work is needed inside adp_tengine.py to bring it back to where it was. There is also a secondary issue of a gain difference between when the PFB is turned on vs. off.

On 2023 May 11 I lowered the F-engine re-quantizer gain by ~1.5. That seems to have helped the SEFD get back to ~13 kJy. That's still a little higher than it was but seems ok.

Since we've been adjusting the "tails" for the last few commit I don't think we need to change the re-quantizer gain.
