`ndp-control` hangs on startup if the SNAP2s aren't on/pingable #22

I ran into this this morning with the site trip. The SNAP2s were off and ndp-control was non-responsive. It was likely waiting to setup the Snap2Fengine instances.

Maybe it isn't creating the Snap2Fengine instances. That seems to be ok if I try to do that with a non-existent hostname. The same is true with Snap2MonitorClient which wraps ObjectPool that is used to wrap the SNAP2 control.

This is still a thing and may explain my problems with morning (as opposed to #29).
