Remove references of CharToOem #3

CharToOem is labelled "do not use" with an unspecified security concern. I guess this is due to potential buffer overruns.

So all reference to this function must be removed before dfend-x is released. It is likely that we don't need to convert the WideChar to Ansichar anyway.
