sporadic test hanging (dml/using-no-merge-policy ) #809

I got sporadic hanging for this test:
dml/using-no-merge-policy 

Attached is the JVM stack trace when it is hanging.
It looks  the DatasetLifecycleManager is the only involved asterix runtime 
component and waits forever.
