There will be two AltTab processes starting in the system. When I restart my Macbook, if I choose "reopen window on restart", then the next time I boot up, two AltTab icons will appear in the top status bar, which means I have started two processes and affected my usage.

I tried to reproduce the issue with both the System Settings, and the popup when you log-out. Both approaches are listed here with screenshots.

I couldn't reproduce.

I think your issue is unrelated to window restoration. It's probably more like #1840.
