The add locations page should have the following features:

[ ] back button goes to locations page
[ ] cancel button
[ ] save location button
[x] supports polygon location definitions
[ ] supports circle location definitions
[ ] supports rectangle location definitions
[ ] save feature saves location to session state
[ ] save button redirects user to locations page
[ ] cancel button redirects user to locations page
