Add relevant development information for docs site
Not a strictly necessary change, please feel free to ignore this if you want to keep the Wax Facets information displayed on the front page of the GitHub repo. I felt like it would be better to include relevant information for developing our site in the README, acknowledging and linking to the various technology we are using in its development.
