In Debian package, make service setup optional #21

Currently when the debian package is installed, it always sets the turnserver 
as the system service. It may not be what some users need.

Changes: Debian package installs the binaries in user directory (/usr/bin) and 
by default the turnserver is not started as service. To make it a service, edit 
/etc/defaults/rfc5766-turn-server file.
