Support changing IP whitelist whilst running #58

The IP whitelist allows for relay targets to be restricted to specific IP 
ranges. In some setups, such as a cloud environment, the allowed endpoints can 
come and go changing IP address as they do.

In these cases, it would be useful to have the whitelist dynamically updated to 
match the currently available endpoint addresses.

This is not exactly a trivial thing to implement efficiently, so it will take 
some time.

This functionality is implemented in SVN now and is available for testing. It 
will be a part of 2.6.3.1 release.
