Fixed changing of desktop names under X11 #2174

This fixes a regression.

@stefonarch ~Now that you have i3wm, would you please check if it has any effect on https://github.com/lxqt/lxqt-panel/issues/2173 too? I ask because I didn't find any other regression.~

The patch is meant to fix on-the-fly setting of X11 desktop names where it worked before.

@stefonarch Never mind! https://github.com/lxqt/lxqt-panel/issues/2173 has been solved.

If you find time, you could still change desktop names (after setting "Desktop labels" to "Names") in a WM that we supported previously and see if it's applied on the fly with this patch. If you don't have time, just tell me to merge this because it's very simple.
