Add qtxdg-tools as a dependency #428

Needs https://github.com/lxqt/qtxdg-tools/pull/2

Per discussions starting from https://github.com/lxqt/lxqt/discussions/2139#discussioncomment-2571590, this should be merged after LXQt 1.1.0. The code is ready for review. I marked this as a draft just to prevent accidental merging.

This is no longer blocked! I've also rebased to fix merge conflicts and expand the commit message to mention https://github.com/lxqt/lxqt/discussions/2139

Let's use them for a week or so before releasing their patch versions 1.1.1.

Hopefully; if KF6 is ready until then.
