SVF player: nothing on output and programming not working #8

When do program, have nothing on output:
$vsprog -ssvf_player -F18000 -I test.svf

I tested TCK pin on unconnected JTAG with logic analyser - it did not change 
state. 
test.svf generated with Quartus II Web Edition
firmware and vsprog build on 6 Feb 2014
