Chip pile balancing

You have a value of a chip pile that needs to be translated into several ChipStacks at the start of each hand.

• At the start of a hand, the number of chips in each stack should be relatively balanced
• It should be possible to play any value of chips with the given chips (no gaps in numbers)
  • this could be reasonably accomplished by setting a minimum number of chips in a pile before going to the next denomination
