Decide on default values for game balance #45

Later some of these settings might be adjustable in the menu, but we need a sane default.

Considering the following factors:

How long should games last?
How many chips do people like to see on the table?
What feels like a fun amount of virtual money to throw around?

We need to decide:

Starting chip amount
Small / Big Blinds
Poker Chip Values
maybe other values i'm forgetting
