Create Darwin Core RDF Guide #13

What is the general topic of this recommendation? (e.g. use of particular
RDF predicate, structure of RDF coding, method of metadata transfer or
storage, etc.)

This guide would join the text and XML guides as part of the Darwin Core 
standard
