Karma changes:

main change is deterioration of karma influence for a user based on how much karma given in past 7(?) days
introduce fractional karma with rounded display
removed allowances since falloff should discourage overuse
still needs limits to avoid too big an array for each user (should be added before master push)

Line 60 and line 86 are the most important.

Coefficients could probably be made into variables, but there are several so I wasn't sure if it was smart to do that.

This is a major change, hoping to reward intentional karma usage.

I think your commit history is off a little. Your commits for "switch from azure..." and "switch data from mq..." are already in master, but with different commit IDs.

Can you please include a description of this change for this PR? The description should outline each change and what impact it may have on the existing code base.

lydon i think testing branch itself is out of sync with master.
