sleepy needs to force nightmares once player count gets low enough #448

You can get a stalemate of wolf+cultist vs 2 blessed people which would otherwise be reliant on RNG to get a nightmare or someone to agree to vote their own team. Once player count gets down to 4, every night should force someone to have a nightmare.
