Another big batch of updates

This is the biggest set of changes thus far:

Highlights

• Copyright updates to include 2013
• Migration from hidraw to hiddev
• Added support for reporting settings from HID report 11 (currently only supports fan settings)
• Added Perl script for exporting aerocli ---export data to SNMP
• Added Cacti templates using the SNMP exported data (sample images can be found here: https://github.com/JinTu/aerotools-ng/wiki/Cacti-Template-Example-Graphs)
• General code cleanup and simplification
• Bugfix to prevent inadvertent printing of spaces in floating point numbers
• Bugfix to fan VRM current reading.
