Wrong parent on OOC Center #36

OOC Center, #8, is parented to the TP Room Parent, #77, and I believe it ought to be parented to the Room Parent, #76.

Removed the parent on the OOC Center. (which means it defaults to the standard room parent in mush.cnf) Will be fixed in next release.
