Composite instruments

Support for composite instruments should be enabled. This is a complicated issue and will require the following:

• [ ] Chips with different ARF, RMF
• [ ] Code to produce weighted ARF, RMF
• [ ] Variable plate scale across chips
• [ ] Capability to turn chips on/off in instrument simulation
