Building "Alloy Mega-Forges" don't recognize Master Computer Habitats #26

You can't upgrade alloy foundries on Habitats if you're a Master Computer because it expects the planetary capital, not the habitat capital. asdf

This extends to all t2 buildings (they look for the normal planet versions)
