Ok, I don't know what exactly to fix about it, but from what I've seen others do with it Sky Battlers needs some serious debuffs. Combat engagement range was an issue?

Also apparently the localization needs to be updated, since the civic only gives 1% of each tech (it currently claims to give 10% to each one).

Its a 2 part issue, one is that you can get strike craft vettes allowing for a lot of strength early (split off dedicated strike craft slots into its own civic (that can't be taken with it) and the engagement range allowing for them to out range most other ship allowing them to get lots of strike craft out way before eyone else
