I believe we first saw these appear when we tried to implement the VVC and Fiscal Year filter (https://github.com/lzim/teampsd/issues/1619).

I think this bug will also be a blocker for VA Red teams.

There seems to be data points in the Blank months too, but I don't think we were able to resolve this since it's still in Production.

Discussed Quant 10/7: These appear to be incredibly low levels of observations. Unsure of what is causing them, but appear to be missing diag and date in vizDiag and only missing date in vizEnc.

Move to Icebox.

Resolved in 8AM WG on 12/13/21: See full convo. This issue was originally identified in our legacy tool. We confirmed that data with "blank" information in PBI pulled from CDW indicates that the data was coded as intended (i.e. No observation = most likely did not occur).
