Joseph said that there is not any budget information for MTL

Decision: If EES/ILEAD doesn't have budget information for us, then I believe we can simply report Education value stream activities from our side and note it as a limitation of our costing analyses that any costs for MTL that accrue to the shared VHA service EES/ILEAD are not included.
