I think we can accomplish this task without Dev. Since Admin and Facilitator are essentially the same, we just need to add facilitators to the admin group and remove them from the facilitator group.
@lijenn - do you know how + where to do this? I'm willing to but need to be pointed in the right direction...
@ljmoody This would be done through Epicenter. Let's spend some time next week discussing this. Either sim_ui or support_workflow.

@lijenn verified that users in Test only have administrative_login now. Facilitator_login has been removed. Thanks!
Tested at systems_sme_workflow w/ Lindsey, Debbie, David:
Remove facilitator_login, update all users with facilitator_login to only have administrative_login since both logins have the same function. Ensure users who have teams assigned from facilitator_login are not lost and users can access those same teams using administrative_login.
