[ci] TBB detection (partially) broken when using OneAPI APT package 2021.11 #510

facts:

2021.10 worked: https://github.com/m-a-d-n-e-s-s/madness/actions/runs/6738350839/job/18317735067
2021.11 does not: https://github.com/m-a-d-n-e-s-s/madness/actions/runs/7119176013/job/19383702398
- "Test Install Tree" failing is a red herring, the real problem is that with 2021.11 MADNESS finds TBB but receives empty TBB_CONFIG (https://github.com/m-a-d-n-e-s-s/madness/actions/runs/7119176013/job/19383702398#step:9:107) ... with 2021.10 MADNESS found TBB_CONFIG=/usr/local/lib/cmake/tbb-2021.10.0/TBBConfig.cmake (https://github.com/m-a-d-n-e-s-s/madness/actions/runs/6738350839/job/18317735067#step:9:106)

clearly the culprit is FindTBB.cmake's operation with 2021.11
