[mingw32|mingw64] cargo-c has to be compiled in every run due to "missing files" #2667

Due to issues with my internet connection, I have to run the script several times to get it to properly compely. Th issue is that every time it reaches cargo-git (which it had also built already for at least two prior libraries) it says "missing files", redownloads it and successfully recompiles it EVERY SINGLE TIME.

Not to mention that I believe I chose to only build the ffmpeg executables with shared libs and now I have a sizable amount of executables.
