streamline callouts #73

This is mostly for pdf but also because the options for callouts are probably overkill for our purposes. We should probably make all of them 'note' or maybe 'tip'.

currently setting as 'default' in _quarto.yml so that at least the title spacing issue can be avoided.

Suggest note as that seems more generic
