In this PR I update dependencies in pom.xml

Tests are passing, though I'll want to test this PR in actual OCP prod before merging to main to ensure updating the google libs did not break anything.

Fixed various issues with H2, Hibernate, and the shading plugin. We should be at the latest versions. New Acrobot is in prod. Therefore, merging.
