reduce to 4 traceroute queues #312

Traceroute is currently processing much faster than the other data-types. Reducing to 4 queues to slow it down.

Coverage remained the same at 59.608% when pulling 91bf32557bdf725dbec05affc22f2b5a6b49c0f7 on sandbox-slower-traceroute into cfcd4acd7187ff63e652ccef2a484359a3183c42 on master.
