Remove all code required only for legacy gardener. #358

This is intended to be used as comparison baseline for cmd/universal, to see that the compiler is including only the code needed for universal.

Coverage increased (+2.5%) to 62.958% when pulling 8e177a5f476bd27c56a1d6233db3ae37f14b3c68 on gfr-universal-only into 8c4ba30182ddf8e6823ea253660a341604e9611b on master.
