Disable v1 deployments #369

This change disables steps to deploy the v1 gardener configs to the legacy data-processing-cluster. This is necessary to deploy updated v2 parsers/gardener v2 configs to the new pipeline without disrupting the v1 datatype processing until we decide to turn them off.
