Merge switch v2 parser & update dependencies and deploy to production

• [x] revert the revert (!) commit to get the v2 parser deployed on staging
• [x] merge https://github.com/m-lab/etl-gardener/pull/362 to actually enable the new parser
• [x] update etl-schema to create the utilization.switch view in each project, which selects from raw_utilization.switch
• [x] write sanity check query to compare v1 <-> v2 switch data (not expected to match exactly, but differences should be explainable)
• [x] production deployments for the above
• [x] update bq-exporter to use the new tables and schema
• [ ] Update website documentation for v2 switch schema
• [ ] Eventually disable v1 pipeline for switch / preserve legacy view and old table
