Harmonize multiple sources of RTT measurements #945

Recent versions of TCP, TCP_INFO and NDT provide multiple RTT related metrics.

Confirm and document the actual algorithms used, and explain how they differ. Specify additional algorithms as needed. (e.g. MaxRTT for TCP_INFO).
