Update to go113 runtime #19

This change updates the App Engine Standard Env runtime to go113. The "go" runtime is now deprecated.

I've disabled deployments from travis-ci.org preferring travis-ci.com -- I've added new GCP roles to the travis service account to support the new required permissions for AE go113 now.
