Changes:

Explicitly use a version of NodeJS that's compatible with the version of gulp we use
Use gulp to copy libs (it previously was a mix of yarn and bower, which is deprecated)
Add @m-lab/ndt7 to the dependencies
Rewrite most of the logic in app/measure/measure.js to work with the ndt7-js client
