merge internet-resilience, with bugfix/speedtest-cli #102

Fixes from bugfix/speedtest-cli were merged into internet-resilience for this PR.

Tested and confirmed working:

  1. default behavior- all tests enabled except ndt7-custom runner (no multi-test)
  2. ndt7-custom runner (multiple tests per run) with other single test runners (ndt5, ndt7, dash, speedtest-cli-multistream, speedtest-cli-singlestream) - config file used countries and regions blocks
  3. ndt7-custom runner, using serverGroups config, with a self-provisioned ndt-server inside the LAN - tested plaintext only
