Add example invocation with jostler

This change updates the docker-compose.yaml to run the ndt-server with jostler in a local mode.

This configuration demonstrates:

• generation of ndt-server result schemas for ndt5 and ndt7 for use by jostler
• configuration of ndt-server to output results that are jostler/autoloader compatible (i.e. uncompressed json)
• configuration of jostler using local output mode, simulating upload to GCS bucket with a local directory.

Note: the jostler timeouts and size limits are for illustration purposes only, and not suitable for a production deployment.

This type of configuration could be used by a third-party running the ndt-server with the intent to share the data with M-Lab.
