Clean build doesn't work unless I2util is already installed on build machine. #82

I2util submodule can be used to build and install, but the standard install (./bootstrap; ./configure; ...) fails in configure when it can't find the I2util library.

For ndt-3.7.0.1 this seems to work fine, but it is much older and has different build process.
