Update oonib scripts #1

Updated the init/* scripts from the ooni-backend repository. Since these scripts are MLAB specific, it probably will make sense to prune them from ooni-backend in the future.

Thanks for the pull request. I think you're right that migrating M-Lab specific scripts to m-lab-tools / ooni-support is the way to go.

I'll add comments to the diffs where I have a few questions.

Not merging due to off-line consensus that some files should remain in ooni-backend repository, and that some patches are no longer appropriate.

Essential changes to the initialize and start scripts have been incorporated by hand.
