For the scraper group, the generate_prometheus_targets.sh script in the operator submodule will now use the legacyconfig.py script to generate legacy targets for things like rsync and sidestream. We should only need to tag this repository for the cases where we retire a site before the platform is fully migrated to the ePoxy/k8s.
