Remove deployment from Dockerfile #336

Scraper is currently broken due to failing unit tests due to upgraded libraries. I'm declining to fix the failing tests just to turn it down. Please double-check the travis stuff and if that looks good to you, I will use my administrator powers to merge without passing tests.
