ipinfo.io provides free IP-to-ASN and IP-to-Country datasets #53

The IP-to-country appears to have only country resolution. This would be a regression relative to Maxmind.

The IP-to-ASN includes the AS name, which would be nice to keep up to date. Potentially this could replace the routeview annotation and static asnames dataset https://github.com/m-lab/uuid-annotator/tree/main/data
