Board support for Altera DE2-115 #54

Based on the definitions for the DE0 board and the pin assignments provided for use with quartus software (DE2_115.txt)

Closing this as i do not have access to this board for testing anymore. Buttons and LEDs seem to work, but a lot of the other peripherals are missing.
